Resource Hunter
This ruleset is to expand the experience of hot zones to a new daily method. The Resource Hunter ruleset of random daily bonuses should not only encourage playing in a variety of zones and exploring more of Norrath but also make it more rewarding to roam in different zones than you might normally on a TLP.
- In general, each expansion's eligible zones within a similar level range will be grouped together. Up to three zones from each group will be assigned a random bonus from a predefined set of options. When the server launches, dozens of zones will have bonuses, and over time as more expansions unlock, that number will increase.
- The bonus randomization will take place daily at midnight Pacific Time.
- The selection of which zones have a bonus is random, not on a rotating schedule. A zone could have bonuses two days in a row or could go an extended time without receiving one.
- When bonuses are randomized, everyone online will receive a chat and on-screen messages confirming that it has occurred.
- A short time after entering a zone with a bonus, you'll receive chat and on-screen messages hinting at which bonus type is active. If the zone’s current bonus is one that affects your combat or reward for killing an NPC, doing so will also give you and your group or raid the bonus messaging. The amount of the bonus will not be hinted at.
- Some zones will be excluded because they are non-combat, such as The Nexus or The Plane of Knowledge. Other zones may be excluded for other reasons. But in general, most zones will be eligible.
- Bonuses will be randomized again after the patch happens and will be waiting for you once the servers unlock.
- Will bonuses remain the same if a zone crashes? If a crash occurs, once the zone comes back up it will have the same bonus applied.
- Pick zones will receive the same bonuses as the base zone. This will affect those that are already active before bonuses are randomized and those that spawn afterwards.
- Dynamic zones will not receive bonuses.
- New zones will have bonuses waiting to find when an expansion unlocks them.
- Possible bonuses include increased Experience, AA Experience, Loot, Coin Drops, Rare NPC Spawns, Reduced NPC Spawn Times, and more!
- The bonuses will be significant, often comparable to holiday bonuses and in some cases even larger. However, the size of the bonuses is random and can vary from zone to zone and bonus type to bonus type. Some zones have a larger bonus possible than others and some bonus types have a larger amount possible than others.
- The bonuses are curated for each set of zones that it can apply to. For example, zones that a level 51 can't get experience in won't get an AA Experience bonus.
- Some sets of zones will be more likely to use certain bonus types than others.
- The bonuses will stack with holiday bonuses.
- The experience bonuses will stack with other experience bonuses, such as those from the Legacy Character system or potions.
Legacy Characters
Legacy Characters allow your other characters on the same account on the server to receive a semi-permanent experience bonus.
- When players reach max level (for the current era) with a character, their account receives an experience bonus for all characters on that server.
- e.g., When a player has 1 max level character, their account receives a 10% bonus EXP buff.
- When a player has 2 max-level characters, the buff stacks. They now get 20% bonus EXP.
- This bonus caps at a 100% bonus.
- When the server's level cap increases, players will lose the buff until they get one of their characters to max level again, and the bonus starts again at 10%.
Evolving Ruleset
When Evolving Modifiers are enabled on a server, as new expansions are unlocked the server gains additional modifiers. Each unique modifier is added to the server without replacing any other modifier and most existing modifiers get further increased over the life of the server.

- These modifiers are additive with other server modifier types, such as Legacy Characters, Randomized Loot, and Resource Hunter Modifiers.
Encounter Locking
The Encounter Lock system has a few basic rules that will be in effect:
- When NPCs spawn, they will be Encounter Locked for a short random amount of time to prevent people from attacking them.
- An NPC will Encounter Lock to the player who caused it to enter combat. It will unlock a short time after leaving combat if it doesn’t reenter combat during that time.
- Encounter Locked NPCs cannot be attacked by players who aren't in the same group or raid as the lock owner. This includes spells, melee, and abilities such as Taunt.
- Encounter Locked NPCs, by default, will have a grey name sprite if you cannot attack them and a green name sprite if you can.
- Using /yell while targeting an Encounter Locked NPC will semi-unlock it and allow anyone to attack it. Rare or high difficulty NPCs can only be unlocked this way by the group or raid leader using the /yell command.
- If an Encounter Locked NPC decides to attack someone who is outside of its current lock group, it will semi-unlock (similar to /yell) to allow its new target to fight back.
- When an Encounter Locked NPC leaves combat, it should not attempt to attack people outside of its lock group unless it is attacked first. This should be the case until the NPC returns “home” and will occur even after the Encounter Lock itself is removed.
Challenge Achievements
- When Challenge Achievements are enabled on a server, a series of character-specific achievements become available for defeating powerful foes with characters that are 10 levels lower than the original level caps assigned to the expansions in which those foes are initially unlocked.
- Completing these achievements grants a single copy of unique account-level rewards that can be consumed by characters on any server.
- Challenge Achievements can exist on a server with or without Level Locking.
Free Trade
- Most gear, items, and resources can be freely exchanged via trades, auctions, or player vendors.
- Encourages crafting, looting valuable items, and selling them for profit in a player driven market.
Randomized Loot
- Rare NPCs drop loot from other NPCs of a similar level within the same expansion.
- Raids drop loot from other raid NPCs of a similar level within the same expansion.
- Rare NPCs have a greater chance of spawning.
Early Item Focus Effects
Item focus effects can boost spell power, reduce mana costs, enhance pets, and more. Normally, these are not available until the Shadows of Luclin expansion. Basic overview of Item Focus Effects is below.
- Affliction Haste: Ability to get your dot spells off faster.
- Affliction only includes damage spells, necro snare (not root), and druid root (not snare).
- Extended Affliction: Damage Over Time lasts longer.
- Affliction Efficiency: Damage Over Time takes less mana to cast.
- Spell Haste: Spells cast faster.
- Enhancement Haste: Cast beneficial spells faster.
- Extended Enhancement: Beneficial spells last longer.
- Mana Preservation: Save mana on every spell cast.
- Extended Range: Increase range of spells.
- Improved Damage: More damage on Direct Damage spells.
- Reagent Conservation: Chance of not use a component for a spell.
- Improved Healing: Increased health return when using healing spells.
- Reanimation Haste: Less casting time on undead pets.
- Reanimation Efficiency: Less mana cost on undead pets.
- Summoning Haste/Efficiency: Same as Reanimation and works on both undead and non-undead pets.

Q: What are Agents of Change?
A: Agents of Change make open world contested raid content accessible to any force capable of tackling it, instancing the event and applying account-wide lockouts for successfully completing the content.
Q: What are Pick Zones?
A: Once a zone reaches a specific threshold of players, it will spawn another instance of itself. The number of players needed to trigger a new load-balanced zone is relative to the amount of combatable population in that zone. Once zoned in, you will be able to use the /pickzone command to choose another version if there are other available instances. The goal of this is to let people group up with friends while reducing crowding, so players can try to find NPCs to kill and loot to obtain.
